In June 2025, the Scottish Government issued new non-statutory guidance on fostering a positive, inclusive and safe school environment, including the use of consequences in schools.

Behaviour has consistently declined in Scottish schools – this includes low level disruptive behaviour through to more serious issues such as physical violence and abuse.

The Relationships and Behaviour in Schools National Action Plan 2024-2027 sets out a series of actions that school leaders can take to respond to an increase in disruptive behaviour.
